Before contacting CAP for services or asking for a hearing to appeal a DVR denial, read this first!
The Client Assistance Program (CAP) at DRW helps people with disabilities who have questions or concerns about services through the Division of Vocational Rehabilitation (DVR) or an Independent Living Center (ILC). CAP staff can explain DVR processes and procedures, advocate for people with DVR and, in limited situations, help appeal DVR denials. CAP staff can also give information on rights under Title I of the Americans with Disabilities Act (employment discrimination).
CAP is a small program that doesn’t charge clients for any of our services. We work with limited funding and a small staff to accomplish all our tasks under this grant. While we wish we could open a case for everybody who calls us, most of what we do is information & referral or brief coaching, instead of appeal representation or long-term involvement.
Please note, if you already asked for an Impartial Hearing with DVR, CAP won’t be able to represent you in this hearing. Our lawyers don’t have capacity to prepare for representation if you have already requested a hearing, because of the short timeline required by DWD 75. CAP can evaluate your case for representation if you haven’t asked for an Impartial Hearing yet -- but we have very limited capacity for hearings and must be selective.
