OCI Public Hearings on MyChoice WI and Inclusa Acquisitions

Acquistions Information

The Wisconsin Office of the Commissioner on Insurance (OCI) announces an opportunity for you to voice your opinion on the acquisition of two Family Care managed care organizations (MCOs) by national for-profit insurance companies.  Molina Healthcare is taking steps to purchase MyChoice Wisconsin; Humana has taken steps to purchase Inclusa. MyChoice Wisconsin and Inclusa currently operate only in Wisconsin and manages Family Care, a state Medicaid-funded program that provides long term supports for adults with disabilities and the frail elderly. Molina Health also owns Wisconsin’s largest IRIS Consultant Agency (ICA), The Management Group (TMG), which is an alternative choice for people eligible for Family Care.

Approval from OCI is one of many steps in the process of approving the purchases; OCI’s role is to ensure Humana and Molina Healthcare have the capacity to operate as insurance companies in Wisconsin and have the assets to protect members of Family Care. Other steps in the process are conducted by the Wisconsin Department of Health Services (DHS), which reviews the proposal for ability to manage the programs. This includes the insurance company’s ability to manage the Family Care program and to build an adequate provider network.
